Volkswagen Sells Osnabrück Plant for Defense Industry Conversion

Volkswagen has announced the sale of its Osnabrück plant to finance investor Aurelius and the German state of Lower Saxony, aiming to convert the facility from an automobile manufacturing site to a defense industry hub. This transformation, expected to occur incrementally after car production ceases in 2027, marks a significant shift in the plant's future purpose and employment landscape.
The initial project planned for the revamped facility will involve the production of air defense systems in collaboration with Rafael, the prominent Israeli manufacturer of the Iron Dome. This cooperation is anticipated to lay the groundwork for further partnerships and defense-related projects under the newly formed entity taking over the plant.
Volkswagen revealed that the key elements of the deal were agreed upon as of Monday. Under the terms, Aurelius will assume the majority stake in the plant, while Lower Saxony will hold a minority interest. The finer details of this agreement are scheduled for negotiation in the coming months, according to parties involved.
Olaf Lies, the Premier of Lower Saxony, commented on the agreement, highlighting the industrial opportunity provided to Osnabrück by this pivot. He referred to the region's extensive expertise in handling complex tasks, alongside the changing global security environment. Lies emphasized the necessity for Germany and Europe to enhance their capabilities and independence, contributing to economic value and stable employment in Niedersachsen.
Yoav Tourgeman, CEO of Rafael, expressed aims for a long-term industrial partnership that ensures defense technology for Germany and Europe is fully produced within Germany. This initiative reflects a strategic alignment with regional and national security objectives.
The transformation impacts approximately 1,800 current Volkswagen employees at the site. According to the company's works council, about 1,400 of these workers are set to receive long-term employment prospects. Moreover, a job security agreement extending until the end of 2029 has been established. Volkswagen's works council chairperson, Daniela Cavallo, stated that efforts are ongoing to find solutions for the remaining workforce, ensuring that all employees are considered as part of the future planning.
Christiane Benner, head of the IG Metall union, attributed the resolution of the Osnabrück plant's future to persistent efforts and close cooperation among employees, regional government, the works council, and unions. While recognizing the opportunities this development brings, Benner emphasized that Volkswagen remains responsible for creating robust future plans for all its employees, particularly those not included in the initial phase of the transition.
This strategic shift follows Volkswagen's 2024 decision to phase out its T-Roc Cabriolet production at the former Karmann plant by mid-2027. Discussions over alternatives reportedly included a potential handover to Rafael; however, this option was hindered by opposition from Volkswagen's major shareholder, Qatar. The emirate maintains a special relationship with Israel, while simultaneously holding ties to groups such as Hamas and has not engaged in normalization proceedings with Israel like several other Gulf nations.
The establishment of this new joint venture, involving Lower Saxony's participation, presents a more complex solution to addressing these diplomatic sensitivities while proceeding with the planned industrial pivot.
