Turkey's Bid for F-35 Fighter Jets: Renewed Prospects Amid U.S. Relations

The Republic of Turkey is reportedly set to revive its hopes of procuring F-35 fighter jets from the United States, as preparations for the potential deal are reportedly underway. This development comes after Turkey's suspension from the F-35 program in 2019, a consequence of its purchase of the Russian S-400 defense system despite warnings from Washington and NATO allies.

Since the suspension, Turkey has encountered difficulties in acquiring modern F-16 jets from the U.S. Efforts to persuade the Biden administration to approve these sales have taken considerable time, but recent diplomatic discussions suggest a shift in the U.S. stance.

Following a conversation between President Joe Biden and Turkish President Recep Tayyip Erdogan, there are indications that Turkey may not only regain access to F-16s but might also be able to secure the originally desired F-35 jets. However, this prospect hinges on the lifting of sanctions imposed under the Countering America's Adversaries Through Sanctions Act (CAATSA).

According to reports from Turkish defense publications, the key to enhancing cooperation between the U.S. and Turkey in the defense sector involves resolving the CAATSA sanctions, finalizing the F-16 procurement process, and reinstating Turkey's participation in the F-35 program. Following a conversation between Trump and Erdogan earlier this month, there appears to be renewed optimism surrounding these negotiations.

In a related development, Turkish Foreign Minister Hakan Fidan is scheduled to meet with his U.S. counterpart, Marco Rubio, to discuss the potential lifting of American sanctions. Initial plans indicated that six out of 40 ordered F-35 jets should have already been delivered, highlighting the urgency of the situation.

Additionally, U.S. media outlets have reported that Washington is keen to expedite the military deal with Turkey, contingent on specific conditions. It has been suggested that Trump is committed to finalizing the sale of F-16 jets while also considering the sale of F-35 jets, provided that the issue of Turkey's S-400 system is adequately addressed. Options for Turkey may include partially dismantling the S-400 system or relocating it to a U.S.-controlled facility within Turkey.
