Surge in Complaints Against ARD and ZDF Highlights Public Sentiment

Tue 27th May, 2025

Public broadcasters ARD and ZDF are currently facing an unprecedented wave of complaints regarding their programming. Recent reports from the investigative media organization Correctiv indicate that the volume of grievances has significantly increased, with both networks confirming the surge.

In the past year, ZDF recorded approximately 17,000 complaints about its programming, a staggering tenfold increase compared to 2023. Meanwhile, ARD's Munich-based viewer services received around 31,000 complaints during the same period. However, ARD representatives noted that the actual number of grievances is likely higher, as complaints may also be directed to other regional broadcasting authorities.

Many of the complaints appear to originate from organized groups opposed to public broadcasting. A spokesperson for ZDF explained that a large portion of these complaints comes from coordinated mass submissions, particularly through the online platform rundfunkalarm.de. Despite this, there are also constructive criticisms from individuals who generally support the broadcasters and seek to enhance the quality of their programming.

To file a formal complaint, specific criteria must be met. Complaints can only pertain to programs that have already been aired, excluding feedback on ARD's operational practices, program structure, or broader issues. Each complaint must be addressed to the appropriate supervisory board of the relevant regional broadcaster.

The complaints often cite issues such as perceived bias and the use of propaganda, with many following similar phrasing. The rundfunkalarm.de platform encourages users to submit complaints by providing topic suggestions and template letters, allowing individuals to easily express their grievances.

This situation reflects a growing dissatisfaction among viewers regarding the content and presentation of public broadcasting in Germany, raising questions about the future direction of ARD and ZDF as they navigate this wave of feedback.
