
From Click to Crisis: How Typosquatting Targets German Businesses Online

The German government is considering the nationwide adoption of electronic monitoring bracelets modeled after the system used in Spain, aiming to enhance protection against violence and femicides. This initiative, as indicated by the Federal Minister of Justice, could be operational as early as next year.
The proposed system focuses on the distance between offenders and victims rather than fixed exclusion zones, which have been the norm with previous electronic monitoring methods. Under this model, victims would carry a GPS device that alerts them if the offender approaches them, allowing for immediate notification to both the victim and law enforcement.
Justice Minister Stefanie Hubig emphasized that victims would not be compelled to use the GPS device, providing them the choice to decide whether to carry it. This approach aims to empower victims while enhancing their safety.
Hubig plans to introduce a legislative proposal after the summer recess, outlining the timeline for implementation. She noted that, realistically, the program could begin in the next year, contingent upon approval and subsequent enactment by the federal states, which are actively preparing for this transition.
In addition to the electronic monitoring bracelets, the proposed reforms include modifications to child custody laws to better protect children from abusive parents and an increase in penalties for violations of protection orders. The current penalties, which can involve fines or up to two years of imprisonment, would be raised to fines or up to three years in prison, thereby increasing the effectiveness of protective measures.
Furthermore, the reforms may also mandate participation in anti-violence training for offenders, which is intended to address the root causes of violent behavior.
Currently, a pilot program utilizing this Spanish-inspired electronic monitoring system is underway in Germany, specifically to protect a victim in Saxony whose ex-partner is serving a prison sentence. The success of similar systems in Spain has prompted German officials to explore this option further.
In 2024, the state of Hesse introduced advanced electronic monitoring technology compatible with the Spanish model, which is now being utilized in the joint monitoring center for German states located in Hesse. This center is responsible for overseeing those under electronic monitoring and responding to any alerts or incidents that may arise.
As part of the ongoing efforts, the joint monitoring facility will receive additional resources to prepare for the expected legislative changes, ensuring a robust response capability as the new system is implemented.
