Stalled Discussions on Teacher Relief in Brandenburg

In Brandenburg, the summer break is underway, yet discussions surrounding education policy persist. The state's Minister of Education, Steffen Freiberg, advocates for increased relief measures for teachers. However, the Education and Science Union (GEW) has expressed skepticism regarding the foundation for such negotiations.

The dialogue between the Ministry of Education and trade unions regarding additional support for educators has hit a standstill. According to Günther Fuchs, the state chairman of GEW, there is currently no perceived necessity for further discussions, particularly with the introduction of an extra teaching hour per week set to commence in the second half of the academic year. "These discussions are currently on hold," Fuchs stated, citing a lack of credible proposals for relief.

Freiberg is determined to alleviate the pressures on teaching staff. He has indicated plans to unveil a proposal for this additional relief package in the fourth quarter of the year and intends to consult with various associations and unions beforehand. For the upcoming school year, there are plans to suspend school inspections, which have previously contributed to teachers' workloads.

Fuchs highlighted that discussions from the previous year addressed the already substantial burdens faced by educators, which have now intensified due to the additional mandatory teaching hours. The number of full-time teaching positions is set to decrease by 345 in the forthcoming school year, despite the education budget experiencing growth. Teachers will be expected to take on an extra hour of instruction each week, although they will receive relief in other areas. It has already been confirmed that certain assessments, including the elementary school report and exams at the end of the tenth grade in high schools, will be eliminated.

There has been significant pushback from thousands of teachers and parents against the proposed budget cuts and additional hour of instruction. While the coalition between the SPD and BSW has increased the budget for substitute teachers, reductions in other areas remain in effect. In response to the additional teaching hour, the GEW plans to file a constitutional complaint immediately following the summer break.
