The discussion surrounding the reinstatement of mandatory military service in Germany has gained new momentum. A collective of former military commissioners has urged political parties, particularly the SPD and CDU, to consider reintroducing the draft in light of evolving security concerns.
Since the suspension of conscription in 2011, the Bundeswehr has operated as a volunteer army. However, key figures like Hans-Peter Bartels, a former commissioner, assert that the army cannot expand its capabilities or readiness without a revised approach to mandatory service. He emphasized that increasing the military budget alone is insufficient, stating that a larger active personnel count is necessary, proposing an increase from 180,000 to approximately 250,000 soldiers.
Reinhold Robbe, another former military commissioner with experience in the role from 2005 to 2010, highlighted the significant shifts in the security landscape since the draft was last active. He advocates for a gradual reintroduction of conscription, suggesting that women should also be included in any future draft.
Claire Marienfeld-Czesla, who served as a military commissioner from 1995 to 2000, echoed the sentiment that reinstating the draft would enhance Germany's defense capabilities. She noted that the move should be coordinated with other European nations that have also suspended conscription, emphasizing the need for a unified approach to security.
On the other hand, Hellmut Königshaus, a former military commissioner from 2010 to 2015, cautioned that reintroducing conscription would require significant organizational and training resources, which are currently allocated elsewhere. He suggested that improving personnel retention and making military service more attractive should take precedence in the short term.
As coalition negotiations between the CDU, CSU, and SPD continue, the topic of mandatory military service remains contentious. The SPD has proposed that any new military service program should be based on voluntary participation, while the CDU firmly supports reinstating conscription, citing heightened security threats as a justification for a credible deterrent.
