In response to recent proposals in Brandenburg regarding smartphone usage in schools, Berlin's Education Senator, Katharina Günther-Wünsch, has expressed skepticism towards the idea of a blanket ban on mobile devices. Currently, there is no statewide prohibition on smartphones in Berlin schools; instead, the policy emphasizes individual responsibility as outlined in the school law.
A spokesperson for the Berlin Education Administration stated that each school is empowered to establish its own regulations concerning the use of smartphones as part of their school and house rules. The decision-making authority lies with the school conference, which includes not only the school leadership but also representatives from the teaching staff, parents, and students.
In contrast, the Brandenburg Education Ministry has announced that smartphones will be prohibited in primary schools. Starting from the next school year, students will be required to turn off personal digital devices and store them in their bags, lockers, or cabinets during class time. Brandenburg's Education Minister, Steffen Freiberg, argued that this measure would provide increased clarity and legal certainty for school leaders and educators. However, exceptions will be permitted, allowing smartphone use for educational purposes when necessary.
The Berlin Education Administration noted that schools in the city already possess the capability to limit or ban smartphone use. Many institutions have opted to implement such policies, while others have chosen not to. Senator Günther-Wünsch cautioned against oversimplified solutions to intricate issues in the current discourse.
While there is a rising call for smartphone bans in Berlin, the administration remains open to constructive discussions on the management of digital devices within the educational environment. The spokesperson emphasized the importance of developing regulations that are pedagogically sound and collaboratively designed with all stakeholders involved.
This topic is not new in Berlin. Earlier in the year, local family and health councilors from the districts of Marzahn-Hellersdorf, Steglitz-Zehlendorf, and Tempelhof-Schöneberg sent an open letter to both the Education Senator and Health Senator, Ina Czyborra, advocating for a comprehensive ban on smartphones in all public schools. They argued that the negative impacts of uncontrolled smartphone use during school hours outweigh any potential benefits, citing psychological, health, and social concerns.
Conversely, the State Student Council in Berlin firmly opposed the idea of a universal smartphone ban, highlighting the importance of students being allowed to use their devices appropriately.
