Ukrainian Diplomat Calls for Stronger Security Commitments Beyond NATO-Style Guarantees

The Ukrainian government is undergoing significant changes as President Volodymyr Zelensky has proposed a new appointment for the Ministry of Defence. The Deputy Prime Minister and Minister for Digital Transformation, Mykhailo Fedorov, is set to replace Denys Shmyhal as Defence Minister, pending approval by the national parliament.

The President indicated that the restructuring aims to enhance the efficiency of military operations and accelerate the integration of advanced technologies across Ukraine's defense sector, in collaboration with military leadership, domestic arms manufacturers, and international partners.
This reshuffling is part of a broader reorganization within Ukraine's defence and security institutions, initiated by Zelensky to strengthen the country's resilience. He described the changes as a comprehensive restart, involving internal reforms to address previous challenges and improve overall stability. The President also noted that further personnel adjustments are expected as part of this ongoing process.
In addition to the changes at the Defence Ministry, President Zelensky has appointed Kyrylo Budanov, formerly the head of the military intelligence agency, as his new Chief of Staff. Budanov's predecessor, Andriy Yermak, recently resigned in the wake of a corruption scandal. Zelensky stated that Budanov's specialized experience in security, defence, and diplomacy is vital for Ukraine's strategic objectives, particularly as the country focuses on strengthening its defence capabilities and pursuing diplomatic solutions to the conflict.
Following Budanov's promotion, Oleh Ivashchenko, previously the chief of Ukraine's foreign intelligence service, has been named the new head of the military intelligence agency HUR. The President outlined Ivashchenko's priorities as further weakening Russia's economic and military potential as part of Ukraine's broader strategic efforts.
Meanwhile, discussions between Ukraine and its Western allies continue in Kyiv. Representatives from approximately 15 supporting nations, as well as officials from the European Union and NATO, are participating in high-level talks aimed at bolstering Ukraine's security and coordinating international support. A delegation from the United States is also contributing to the discussions via video conference.
Looking ahead, President Zelensky plans to meet with senior leaders from Ukraine's partner countries in France next week, as international efforts to resolve the conflict intensify. The ongoing diplomatic initiatives and cabinet restructurings underscore the Ukrainian government's commitment to adapting its strategy and institutions in response to the evolving security landscape.
