Changes for Consumers: New Regulations on Names, Waste Disposal, and ID Photos in May

The upcoming month of May will bring several significant changes for consumers in Germany, particularly in the areas of naming conventions, waste management, and identification procedures.

Starting May 1, couples who marry will have increased options regarding their surnames. Under the new regulations, both partners will now be allowed to adopt a joint double-barreled surname, with or without a hyphen. Previously, only one partner could take on such a name. Moreover, if parents opt against a double-barreled surname for their children, the new law permits the child to still receive a double surname. If parents do not choose a family name at the time of their child's birth, the child will automatically receive a double name. Additionally, the first family name designated by parents will apply to any subsequent children they may have.

Another noteworthy change is the introduction of a home delivery service for new personal and passport documents. From May 2, applicants can request the delivery of their personal identity cards, passports, electronic residence permits, and eID cards directly to their homes for a fee. Delivery will be managed by Deutsche Post, which will present the sealed envelope with the new identification document at the recipient's doorstep.

Furthermore, there will be an update regarding the submission of identification photos. Individuals applying for a new personal identity card or passport will no longer be required to provide a physical photograph. Instead, applicants can submit their passport photos electronically to their local authorities. However, there will be a transitional period until July 31, during which physical photos may still be accepted under certain conditions.

In the realm of waste management, stricter regulations concerning organic waste disposal will take effect in May. If inspections reveal that the contamination level of waste exceeds three percent--particularly with materials such as plastic--the organic waste bin will be left unemptied. Offenders may also face fines for non-compliance.

On a different note, Microsoft has announced the discontinuation of its Skype service, redirecting its focus toward Microsoft Teams. Users of Skype will be able to transition their accounts to Microsoft Teams free of charge to maintain access to their chats and contacts. Skype will remain operational until May 5.

In political developments, the coalition agreement between the CDU, CSU, and SPD is in place, yet the formation of the new government is still underway. The election of a new Chancellor, Friedrich Merz from the CDU, is scheduled for May 6, marking a pivotal moment in German politics.
