Government Accelerates Reform Agenda Under Merz's Leadership

Wed 1st Oct, 2025

The coalition government, comprising representatives from the CDU, CSU, and SPD, has adopted a new initiative aimed at expediting legislative processes. Chancellor Friedrich Merz announced this effort following the conclusion of a recent cabinet meeting in Berlin.

Merz outlined plans to advance several legislative proposals by October 15, allowing for these initiatives to be reviewed by the Bundesrat before its final session of the year on December 19. This push is part of a broader strategy termed the 'Modernization Agenda', which seeks to dismantle outdated bureaucratic structures and reduce administrative costs by significant margins.

The 40-page agenda document includes five key areas of focus, addressing specific measures related to digitalization, personnel management, and administrative reform. Merz emphasized the strong collaborative spirit within the coalition, expressing confidence in the government's ability to tackle the challenges ahead.

Finance Minister Lars Klingbeil echoed this sentiment, advocating for an accelerated pace in modernizing Germany's infrastructure. He described the cabinet's recent discussions as both enjoyable and productive and highlighted the importance of enhancing the country's competitiveness and innovation.

A major component of the discussions was the allocation of a EUR500 billion special budget dedicated to infrastructure improvements and achieving climate neutrality. Klingbeil urged federal and state ministers to ensure swift implementation of these investments, so that citizens can experience tangible progress.

Moreover, the Modernization Agenda aims to streamline planning processes for infrastructure projects and stimulate private investment alongside public funding. The overarching goal is to foster a renewed sense of momentum across the nation.
