German federal prosecutors have detained five individuals as part of a large-scale operation targeting illegal exports to Russia. The arrests follow extensive investigations into a network suspected of circumventing European Union (EU) sanctions by exporting goods to Russian companies, including those linked to the defense sector.
The probe centers on a trading company based in Lübeck, allegedly managed by a German-Russian citizen. Authorities believe that, since the onset of the Russian military action in Ukraine in early 2022, the company facilitated the procurement and shipment of goods to Russia in violation of EU embargoes. The investigation uncovered approximately 16,000 shipments valued at a minimum of 30 million euros, with the goods reportedly reaching at least 24 Russian defense-related enterprises listed under international sanctions.
According to the federal prosecution, the network employed a complex structure to evade detection. This included the use of shell companies in Lübeck and the involvement of numerous intermediaries both within and outside the EU to disguise the true destination of the goods. Investigators suspect that Russian state entities may have been involved in orchestrating the operations. The main suspect is also reported to have held a senior position at a Russian company involved in the scheme.
The items exported are believed to have included electronic components and dual-use goods, which can serve both civilian and military purposes. These types of products are specifically restricted under EU sanctions, which were intensified after Russia's invasion of Ukraine. The embargoes prohibit the export of military equipment as well as sensitive technologies related to energy, maritime, aviation, and luxury goods sectors, aiming to limit Russia's ability to sustain its military operations and exert pressure on its leadership.
The arrests were carried out in the early hours in Lübeck and the nearby district of Herzogtum Lauenburg. Simultaneously, law enforcement conducted searches in Frankfurt am Main, Nuremberg, the district of Nordwestmecklenburg in Mecklenburg-Vorpommern, and the Ostholstein district in Schleswig-Holstein. These coordinated actions targeted both the five main suspects and five additional individuals, who have not been detained but remain under investigation.
The prosecution alleges that the group operated as a criminal organization, systematically violating foreign trade laws by concealing the true nature and destination of their exports. The investigation is a joint effort between the federal prosecutor's office, the Federal Intelligence Service, and the Customs Criminal Office.
The detained individuals are expected to appear before a judge in Karlsruhe, where decisions regarding pre-trial detention will be made. Authorities emphasize that the current operation is part of ongoing efforts to clamp down on violations of EU sanctions related to the conflict in Ukraine. Earlier in the year, federal prosecutors made arrests in cases involving support for pro-Russian militias and espionage activities in Germany.
German courts have previously handed down prison sentences for similar violations. Notable cases include convictions for the illegal export of machine tools and drone components to Russian defense firms, despite EU trade restrictions.
The latest operation highlights the ongoing challenge of enforcing embargoes amid attempts by criminal networks to evade international sanctions through sophisticated schemes. Authorities continue to prioritize such cases, aiming to disrupt illicit supply chains that could contribute to the Russian military effort.
