The German government's plan to introduce a tax-free relief bonus of up to 1,000 euros for employees has encountered a major setback after being halted by the Federal Council. The initiative, intended to mitigate the financial impact of escalating energy costs linked to the conflict involving Iran, failed to secure sufficient support from the federal states.
Out of the 69 votes in the Federal Council, only Hamburg, Bremen, Lower Saxony, and Saarland--states led by the Social Democratic Party--supported the measure, representing just 15 votes. The proposal required a majority of 35 votes to pass. Five states, holding a combined 21 votes, opposed the initiative, while seven states with 33 votes abstained from the decision. This outcome has left the government's relief package in a state of uncertainty.
The government, while reaffirming its intention to provide financial relief to citizens facing higher energy prices, has not yet determined its next steps. Discussions among coalition leaders are expected to address the issue further in the coming days. It remains unclear whether the government will seek to convene a mediation committee between the federal and state governments for renewed negotiations.
The relief bonus was a key outcome of a coalition meeting in Berlin, where it was agreed upon alongside a proposed fuel rebate. The legislative proposal allows employers to provide the non-taxable bonus to employees until June 30, 2027. The government cited the economic disruptions caused by the Iran conflict as a primary reason for the measure, highlighting the increasing financial burden on citizens.
However, the proposal faced resistance from both business groups and federal states from the outset. Businesses expressed concern about additional financial obligations during a period of economic downturn, while states opposed the plan due to the distribution of costs. Nearly two-thirds of the resulting tax revenue losses would be absorbed by state and municipal budgets. Furthermore, the planned increase in tobacco taxes--a measure designed to offset costs--would benefit only the federal budget, leaving states and municipalities without compensation.
Additional criticism emerged regarding the eligibility criteria for the bonus. The decision to issue the payment rested with employers, with no requirement for public sector employers to participate. This raised questions about the reach and effectiveness of the proposed relief.
Given the widespread opposition, it is increasingly likely that the bonus will not be implemented in its current form. Discussions are now focused on finding alternative ways to provide financial relief, potentially through reforms to the income tax system. State leaders have called for measures that deliver lasting and broad-based support to citizens, rather than temporary bonuses.
Alternative proposals have been suggested, such as allowing special payments like holiday bonuses to be exempted from taxation as a more direct method of providing relief to low- and middle-income workers. Business associations have welcomed the Federal Council's decision, viewing it as a necessary intervention, while social organizations have expressed disappointment over the loss of an additional support mechanism for employees.
This development follows recent regional elections that intensified political challenges for the coalition government, highlighting internal divisions and raising concerns about its stability. The government continues to face calls for effective and widely accessible relief measures to address the ongoing economic pressures resulting from the energy crisis.
