As Russian President Vladimir Putin delivered another defense of the ongoing military action against Ukraine during a parade in Moscow, Western nations made a significant move in response. In Lviv, a city in western Ukraine, EU foreign ministers gathered to officially launch the establishment of an international special tribunal aimed at holding Russian leadership accountable for the aggression against Ukraine.
More than 30 foreign ministers and diplomats from Europe and beyond endorsed a declaration on Friday to create the tribunal in The Hague, which will operate under the auspices of the International Court of Justice. This initiative represents a robust response to Putin's actions.
The project has garnered support from EU member states, as well as countries like the United Kingdom, Australia, Norway, Liechtenstein, Costa Rica, and Guatemala. Notably, the United States, which withdrew its support for the tribunal after Donald Trump's administration began, has yet to rejoin the coalition.
Germany's Foreign Minister attended the meeting in Lviv, emphasizing that the unlawful war must not go unpunished. He stated that those responsible for the conflict should face justice through a legitimate court system. He also expressed intentions to engage with his U.S. counterpart to encourage a renewed commitment to the tribunal.
The EU's chief diplomat reiterated the importance of the tribunal in ensuring that the individuals primarily responsible for the aggression against Ukraine are held accountable. The Ukrainian President also conveyed a clear message to Moscow, asserting that Russia must be held accountable for its aggression in a manner akin to historical precedents.
Estimates suggest that setting up the tribunal could require around one billion euros, with plans to appoint 15 judges for nine-year terms. The tribunal is expected to issue verdicts even in the absence of the accused, as the likelihood of Putin facing trial personally appears slim.
