Changes for Consumers: New Regulations on Last Names, Organic Waste, and Passport Photos in May

Sat 26th Apr, 2025

As May approaches, several significant changes are set to take effect in Germany that will impact consumers. These updates cover various aspects, including naming conventions for newlyweds, the handling of passport photos, and stricter regulations regarding organic waste disposal.

Starting May 1, couples getting married will have enhanced options for choosing their last names. Both partners will now be allowed to adopt a joint double name, with or without a hyphen. Previously, only one spouse could assume a double name. Additionally, children will have the opportunity to carry a double name, even if their parents opt against this arrangement. If parents do not specify a family name for their child after birth, the child will automatically receive a double name. Furthermore, the first family name chosen by the parents will apply to any subsequent children they have together.

In a move to modernize the identification process, citizens applying for new identity cards or passports will no longer need to provide printed photographs. Instead, passport photos can now be submitted electronically to local authorities. However, there will be a transition period: until July 31, 2025, printed photos may still be accepted under certain circumstances, as per the Federal Ministry of the Interior.

On the environmental front, more stringent guidelines for organic waste disposal will come into effect in May. If waste collection services discover that organic waste contains more than three percent contamination--such as plastic or other non-biodegradable materials--the organic waste bin will be left unemptied. Violations of these new regulations could also result in fines.

In other news, Microsoft has announced the discontinuation of its Skype service, redirecting focus toward Microsoft Teams. Users can transition to Teams for free, retaining access to their existing chats and contacts. Skype will remain operational until May 5, 2025.

In political developments, the coalition agreement between the CDU, CSU, and SPD is finalized, yet the formation of the new government remains pending. The election of Friedrich Merz (CDU) as the new Chancellor is scheduled for May 6, 2025, following approval of the coalition agreement by the involved parties.
