Berlin Accelerates Teacher Appointments After 18-Year Hiatus

Fri 5th Sep, 2025

Berlin is making significant strides in the reintroduction of teacher appointments, a process that had been suspended for 18 years. As of 2023, teachers in the city are once again eligible for civil servant status, a move that also extends to those currently employed in teaching positions. With the current pace of applications, the city anticipates that all timely submissions will be processed sooner than expected.

Education Senator Katharina Günther-Wünsch indicated that all applications submitted within the designated timeframe should be completed by the end of the year, which is a full year ahead of the original timeline.

The city is facing a considerable challenge in addressing the shortage of teachers, especially as it continues to see a record influx of students. Since the reintroduction of civil servant positions for teachers, Berlin has been competing with other German states to attract and retain educational personnel. Many new graduates from Berlin's teacher training programs have opted to pursue appointments in other states, where civil servant status has been the norm for some time.

Currently, Berlin is processing approximately 500 appointments each month. Reports indicate that by August 1, over 9,350 teachers had been appointed as civil servants, with around 2,375 applications still under review. The provisions for civil servant status are available under specific conditions, allowing those previously employed in schools to benefit from this opportunity.

This renewed focus on teacher appointments is part of Berlin's broader strategy to enhance its educational framework and meet the demands of an increasing student population.
