Baden-Württemberg to Implement Restrictions on Smartphone Use in Schools

Wed 19th Mar, 2025

The state of Baden-Württemberg is set to introduce regulations aimed at limiting the use of smartphones by students in schools. The state's Minister of Education, Theresa Schopper, has expressed the need for clearer guidelines surrounding smartphone usage, emphasizing the importance of protecting children and adolescents.

According to the Ministry of Education, the initiative is driven by growing concerns over the negative impact of smartphone use on students' focus, learning capabilities, and mental health. Schopper highlighted issues such as cyberbullying and emotional isolation as significant consequences of unrestricted smartphone access. She stated that it is essential to prevent students from being continuously distracted by digital content.

To address this, the Minister has called for the establishment of well-defined, age-appropriate rules that would be widely accepted within the school community. While the specific details of these regulations are still being developed, the current system allows individual schools to set their own policies regarding smartphone use during school hours, including during breaks.

Schopper's proposal aims to tackle the personal use of smartphones, while acknowledging that digital literacy and the effective use of technology in the classroom are crucial in an increasingly digital society. She also underscored the necessity for enhanced child protection measures outside of school settings, pointing to harmful online content that children can access through misleading age verification mechanisms.

According to Schopper, it is vital to implement appropriate age restrictions and controls that are genuinely effective. She has urged the new federal government to prioritize this matter, as the regulations concerning smartphone usage vary significantly across different schools and states in Germany.
