In a pivotal moment for German politics, the CDU, CSU, and SPD parties are finalizing preparations for a significant government transition. A day ahead of the Bundestag's scheduled election of a new Chancellor, party leaders are set to sign the coalition agreement, marking the establishment of the fifth black-red coalition in Germany's history.
The SPD will announce its ministerial appointments shortly before the coalition agreement is signed. The Union is also expected to finalize two important positions within its parliamentary group. As the sun sets on the current administration, one prominent figure will be stepping away from the political spotlight.
While the Union revealed its leadership lineup a week prior, the SPD has faced challenges in confirming its candidates. The SPD has only publicly named its leader, Lars Klingbeil, who will serve as Vice Chancellor and Minister of Finance, and Boris Pistorius, who will continue as Minister of Defense, a role he has maintained due to his high popularity in public surveys.
Both Klingbeil and Pistorius hail from Lower Saxony, highlighting the significance of regional representation in the new government. As a result, another Lower Saxony native, Hubertus Heil, who previously held the position of Minister of Labor, will not be included in the cabinet. Heil recently withdrew from the race for the leadership of the parliamentary group.
The SPD plans to include four women and three men in the new cabinet. The only man aside from Klingbeil and Pistorius is expected to be Carsten Schneider, the party's previous representative for East German affairs, who is in consideration for the environment ministry. Bundestag President Bärbel Bas is likely to succeed Heil as Minister of Labor.
Stefanie Hubig, the Minister of Education in Rhineland-Palatinate, has emerged as the frontrunner for the Justice Ministry. Additionally, deputy party chair Verena Hubertz is rumored to be in line for a significant role, either as Minister for Building or as the SPD's Secretary-General.
A crucial question remains regarding the future of the SPD's controversial chair, Saskia Esken. Speculation surrounds whether she will take a ministerial position, potentially as Minister for Development, or remain outside the cabinet, with Reem Alabali-Radovan, the former integration commissioner, being considered for that role.
Meanwhile, the Union has had fewer personnel disputes. The Bundestag members from the Union plan to elect Jens Spahn, the former Minister of Health, as their new leader in the afternoon. Spahn, who has been a Bundestag member for over two decades, faced criticism during the pandemic for the procurement of allegedly overpriced protective masks.
The CSU representatives will also elect Alexander Hoffmann as their new chair, succeeding Alexander Dobrindt, who is poised to take on the role of Minister of the Interior.
At noon, the formal signing of the coalition agreement will mark the official partnership between the Union and the SPD. Historically, collaborations involving these parties have been termed 'grand coalitions' due to their substantial majority in the Bundestag. Currently, they command a slim majority of 52 percent, a significant decrease from the 90 percent of seats held during the first grand coalition from 1966 to 1969.
The newly formed coalition, termed an 'operational coalition' by Merz, will face its first test on Tuesday when the CDU leader requires a majority of votes in a secret ballot to assume the role of Chancellor. He needs 316 votes from the 328 members of the Bundestag representing the Union and SPD. Despite the narrow margin, Merz's election is viewed as likely, allowing the new government to commence work precisely six months after the collapse of the previous coalition.
The transition period will culminate in a ceremonial farewell for outgoing Chancellor Olaf Scholz, who will be honored with a military ceremony featuring music from the Bundeswehr. The event will pay tribute to Scholz's tenure, which lasted 1,245 days, concluding with a performance of 'In My Life' by the Beatles--a nod to the band's origins in his hometown of Hamburg, alongside a composition by Bach and Aretha Franklin's 'Respect', encapsulating Scholz's campaign message.
Even after stepping down, Scholz intends to continue serving in the Bundestag, having secured a direct mandate in Potsdam.
