The ongoing debate surrounding military service reform in Germany has reached a critical juncture, as the Union faction (CDU/CSU) has decided to delay discussions on a proposed law aimed at making military service more appealing. This decision follows concerns raised within the coalition regarding the clarity of the legislation.
The initial reading of the bill, which was scheduled for Thursday, will now be postponed. Union representatives have expressed that the legislation lacks a definitive framework outlining the conditions under which voluntary military service could transition into a mandatory obligation.
Thomas Erndl, the defense policy spokesperson for the Union faction, emphasized the necessity for a comprehensive discussion regarding the expansion of the Bundeswehr and its reserves. He stated that addressing these issues should not be deferred, highlighting the importance of national security and the coalition's interests in reaching a consensus swiftly.
In response to the delay, Falko Droßmann, the defense policy spokesperson for the SPD faction, remarked that the postponement is a natural reflection of the Union's need for further deliberation, which they are willing to accommodate. He reiterated the urgency of passing the legislation, noting a notable increase in voluntary enlistments as evidence that the direction of reform is sound.
According to sources within the Ministry of Defense, there will be no comments on the ongoing parliamentary proceedings. The first reading of the so-called Military Service Modernization Act remains on the Bundestag agenda, but it is expected to be removed by Monday. Reaching an agreement over the weekend seems unlikely, although it is not entirely out of the question, given prior negotiations that had experienced friction prior to the cabinet's resolution.
Critics within the Union have described the proposed law as failing to deliver on its promises, labeling it merely as an 'attractiveness enhancement and enlistment law'. They argue that it is essential to clearly define the thresholds that would trigger a shift from voluntary service to compulsory service, especially if personnel targets are not met.
The passage of this legislation is anticipated to be a lengthy process. Despite the Union's push for a stronger military, they are seeking a resolution that is mutually agreeable with their coalition partners in the SPD.
In August, the federal cabinet approved the framework for the proposed new military service, which introduces a draft for young men while initially focusing on voluntary enlistment and enhancing the appeal of military service.
Currently, the Bundeswehr comprises approximately 181,150 active soldiers, with a goal of expanding this number to around 260,000 active personnel and 200,000 reservists based on NATO's updated planning. The new military service is expected to facilitate achieving these targets.
In light of the prevailing security challenges, former Army Inspector Alfons Mais and various politicians from the Union have called for a more immediate reintroduction of compulsory service. They warn that the current strategy, relying on sufficient voluntary enlistments, may soon prove inadequate.
