The ongoing conflict between Ukraine and Russia remains tense as Ukrainian President Volodymyr Zelenskyy has accused Russia of breaching a recent agreement aimed at ceasing attacks on energy infrastructure. In a video address, Zelenskyy informed that he has instructed Defense Minister Rustem Umerov to report these violations to the U.S. government. This comes after U.S. intermediaries facilitated discussions between the two nations, leading to a commitment to refrain from targeting each other's energy resources.
According to Zelenskyy, a recent drone strike attributed to Russian forces targeted gas facilities in the Poltava region, while artillery fire in Kherson damaged power supply lines. Furthermore, a Russian assault on the city of Kharkiv resulted in harm to its heating infrastructure. Zelenskyy emphasized that these actions illustrate Russia's ongoing disruption of diplomatic efforts and its intention to prolong the conflict.
He also noted that Ukraine had previously agreed to a 30-day ceasefire encompassing land, sea, and air operations, which was accepted after a proposal from the United States on March 11. Zelenskyy stated that Russia is responsible for impeding diplomatic progress.
In light of these developments, Zelenskyy has urged Ukrainian arms manufacturers to enhance the production of advanced drones and missiles. He highlighted the necessity for increased supplies to the military and maximizing the technological advantages of Ukrainian drones. Additionally, efforts are underway to establish domestic production of air defense systems to bolster national security.
Zelenskyy also discussed recent appointments to military leadership positions aimed at strengthening Ukraine's air force, which increasingly incorporates Western fighter jets. Ukraine has been defending itself against the prolonged Russian invasion with the support of Western allies for over three years.
However, tensions are rising over a proposed resource agreement between Ukraine and the United States. Zelenskyy has expressed that he does not recognize previous U.S. military aid as a loan, firmly stating that while he appreciates the support, it should not be considered debt. He confirmed the receipt of a new draft for a resource agreement from Washington, which he believes deviates significantly from prior agreements, including clauses previously dismissed during negotiations.
Media reports have indicated that the latest draft is heavily favorable to the U.S., potentially granting Washington control over future investments in Ukrainian infrastructure and resource extraction. The signing of a framework agreement was previously stalled due to disputes between Zelenskyy and U.S. President Donald Trump.
The previous U.S. administration under President Joe Biden had been a significant supporter of Ukraine, while Trump's stance has been markedly different, linking aid to access to Ukraine's rare earth minerals, which are strategically important and economically valuable. A substantial portion of these resources lies in areas currently occupied by Russian forces.
In a recent commentary, the Ukrainian Foreign Ministry's spokesperson responded with sarcasm to a proposal from President Putin regarding a temporary U.N. administration in Ukraine, suggesting instead that Russia itself could benefit from such oversight. The spokesperson humorously proposed a U.N. administration in Russia, citing the poor living conditions in some regions.
Putin's suggestion included holding democratic elections under U.N. supervision to establish a functioning government for future peace negotiations, but concerns persist in Ukraine regarding potential manipulation of such elections by Moscow to install a pro-Kremlin regime.
U.N. Secretary-General António Guterres rejected the notion of elections in Ukraine under U.N. oversight, reaffirming the legitimacy of Ukraine's current government and stressing the respect due to its authority amidst the ongoing conflict.
