The Saarland is set to establish a legal framework for digital education, aimed at providing both devices and digital content in a unified manner. This initiative was announced by the state's Minister of Education, who emphasized the need for planning security and the sustainable operation of digital educational infrastructure.
The Ministerial Council recently approved a draft law that positions Saarland to become the first federal state to offer both hardware and educational material collectively. The proposed legislation seeks to ensure that the digital media lending service in Saarland becomes a permanent feature of the educational system. Furthermore, it aims to regulate distance learning, which was introduced during the COVID-19 pandemic, allowing it to be utilized not only during health crises but also during severe weather conditions such as floods, storms, and icy roads.
To manage the hardware aspect, the Saarland plans to implement a leasing model to avoid constant equipment acquisitions. Starting from the 2026/27 school year, digital devices will continue to be managed and administered by school authorities, but with the support of a leasing provider for logistics and insurance.
The existing textbook lending system will incorporate both digital and traditional media. However, a standardized fee of 160 euros per year will be introduced for all students, with a lower rate for primary schools. The Minister stated that these arrangements are designed to be equitable and affordable for all families. Additionally, efforts will be made to streamline the application process for families receiving social benefits by adjusting the student support law.
In highlighting the importance of digital education, the Minister noted that it is essential for all students, regardless of their background or social status, to have access to optimal learning conditions. To date, Saarland has invested 137 million euros in the digital infrastructure of schools, including 55 million euros from the state budget to equip all teachers and students from the third grade onwards with tablets. This investment aims to eliminate disparities in equipment standards, ensuring that all students in a class have access to similar devices. The state has also developed a robust platform for digital learning known as the Online School Saarland (OSS).
The draft law will now undergo external consultation, allowing stakeholders in the education sector, including school authorities, associations, and unions, to provide their feedback. The legislative proposal is expected to be introduced in the state parliament in April 2025, with hopes of being passed by July and taking effect on August 1, 2025.
