Political Parties' Stance on Pharmacy Compensation Ahead of 2025 Elections

Wed 12th Feb, 2025

The discussion surrounding the compensation for pharmacies in Germany has intensified as the 2025 federal elections approach. Various political parties have been asked about their positions on the issue, particularly regarding the urgent need for an increase in pharmacy compensation to ensure the viability of these essential healthcare providers.

CDU/CSU: The Christian Democratic Union (CDU) and the Christian Social Union (CSU) have highlighted their commitment to financial support for pharmacies. They recently referenced their 'resolution proposal' related to the Medical Research Act. The Union emphasized that pharmacies must be strengthened financially through adjustments to fixed fees or a recalibration of health insurance deductions. They maintain that this position will persist beyond the elections.

SPD: The Social Democratic Party (SPD) aims to provide targeted support, particularly for pharmacies in rural areas. They propose introducing financial incentives for these locations and enhancing compensation for emergency services. While the SPD is open to the idea of a dynamic adjustment of compensation, they advocate for negotiations between the German Pharmacists' Association and the National Association of Statutory Health Insurance Funds, rather than automatic adjustments based on external factors.

Greens: The Greens reiterated their prior commitments from the coalition agreement, indicating a planned reform of pharmacy financing. Their new initiative includes a rapid support program aimed at stabilizing the economic foundations of pharmacies. They underscore the critical role that pharmacists play in the healthcare system and advocate for expanding their responsibilities, especially concerning vaccination services, as well as enhancing pharmacies' roles in primary care.

FDP: The Free Democratic Party (FDP) promises to create sustainable economic conditions for pharmacies, including fair remuneration. They also pointed to the increasing costs within the healthcare system and high social insurance contributions as significant challenges. The FDP suggests that a redistribution of existing funds is necessary to secure the continued provision of medications through local pharmacies, indicating a preference for reallocating resources rather than increasing overall funding.

As the election date nears, the discourse surrounding pharmacy compensation is expected to evolve, with each party detailing their strategies for supporting local pharmacies and ensuring continued access to pharmaceutical care across Germany.
