Pilot Program for Scan Vehicles Targets Parking Violations

Sun 4th May, 2025

The first nationwide test of scan vehicles designed to monitor parking violations is currently underway in Stuttgart, specifically around the University of Hohenheim. Since mid-April, these specialized vehicles have been deployed to check for improperly parked cars and the absence of parking tickets in six designated zones.

In a move that aligns with new legislation in Baden-Württemberg, this innovative approach has been successfully implemented in various countries abroad for some time. The scan vehicles are equipped with cameras mounted on their roofs that capture the license plates of parked cars as they drive past. The collected data is then cross-referenced with a database to identify any violations.

According to officials, this technology is effective in areas where parking permissions are recorded digitally. This typically involves parking meters that require users to input their vehicle's license plate number.

The local transportation ministry anticipates that the introduction of scan vehicles will enhance the efficiency of parking enforcement significantly. A spokesperson highlighted that one scan vehicle has the capability to monitor up to 1,000 vehicles per hour, compared to only 50 vehicles when checked manually on foot. Furthermore, the ministry believes that quicker identification of parking violators will contribute to improved traffic safety by minimizing disruptions for buses, pedestrians, and cyclists.

Several major cities in southwestern Germany have shown interest in adopting this new monitoring system. Freiburg is planning to take part in a pilot project, while Mannheim has expressed intentions to serve as a model city for the technology's implementation, as noted by a spokesperson from the city.
