Authorities in Peru have launched an investigation into suspected recruitment efforts targeting Peruvian nationals for military service in Russia, particularly in connection with the ongoing conflict in Ukraine. The investigation follows reports that individuals from Peru, including former members of the military and police, were approached online with offers of lucrative employment opportunities in the security and other sectors in Russia.
According to information released by the Peruvian Attorney General's Office, these individuals were subsequently transported to Russia, where they were compelled to participate in military activities associated with the armed conflict between Russia and Ukraine. The authorities have opened proceedings on the grounds of alleged human trafficking and aggravated human trafficking, underscoring the seriousness of these claims.
Legal representatives for the families of those affected have indicated that at least 13 Peruvians have died while involved in the conflict. The lawyer representing several families reported that the individuals were promised monthly salaries ranging from $2,000 to $3,000, which equates to approximately 1,700 to 2,500 euros. Since October, it is estimated that around 600 Peruvians may have been enticed by such offers and subsequently traveled to Russia under these pretenses.
The Peruvian Ministry of Foreign Affairs has formally requested information from the Russian embassy regarding the whereabouts and well-being of its citizens who are believed to have enlisted in the Russian armed forces. The ministry expressed concern about the circumstances under which these individuals have traveled and the nature of their involvement in the conflict.
In response, the Russian embassy in Lima released a statement confirming that Peruvian citizens had signed contracts to join the Russian military. The embassy asserted that these enlistments occurred voluntarily and in accordance with legal procedures. However, Peruvian authorities continue to investigate whether deceptive tactics or coercion played a role in recruiting their nationals.
This situation draws attention to a broader trend of foreign nationals being recruited to fight in the Russia-Ukraine conflict, with similar reports emerging from other countries. Human rights organizations and governmental agencies in Peru are closely monitoring developments and seeking to determine the full scope of the recruitment, as well as the legal and ethical implications for all parties involved.
The ongoing investigation highlights the challenges faced by governments in protecting their citizens from potential exploitation and ensuring that international recruitment practices comply with both national and international law. Peruvian officials have reiterated their commitment to supporting affected families and cooperating with international partners as the inquiry progresses.
