The German municipalities are urging the Union and SPD to swiftly reach an agreement on the coalition negotiations, as the final round of discussions is set to commence on Monday.
The German Association of Towns and Municipalities has called for a prompt consensus on a coalition agreement due to the multitude of pressing challenges facing the nation. André Berghegger, the association's managing director, emphasized the need for the CDU, CSU, and SPD to quickly resolve the remaining open issues. He stated that both the citizens and municipalities expect a capable government to emerge, especially in light of numerous international and national challenges.
Berghegger stressed the importance of coming to an agreement on key points that would ensure Germany's strong position. He noted that it is unnecessary to define every detail in the coalition agreement, citing the recent past as evidence that a government must be able to respond promptly to new developments, which cannot always be planned for in advance.
Regarding municipal concerns, Berghegger expressed clear expectations for a sustainable financial framework to be established. He recognized the investment package as a significant initial step, but insisted on the need for a straightforward and unbureaucratic approach to utilizing these funds.
On migration issues, the association expects effective measures to manage and significantly reduce illegal entry into Germany. This includes, in collaboration with European partners, implementing effective border controls, expediting residency status assessments, and ensuring the swift return of individuals who do not qualify for residency.
As the coalition talks draw to a close, the CDU, CSU, and SPD are facing rising AfD poll numbers and growing dissatisfaction among the ranks of the Union. Leading negotiators are working to alleviate fears that CDU chief Friedrich Merz may struggle to implement promised policy changes in crucial areas such as migration, economics, and defense against SPD opposition. Recent polling indicates that the AfD has reached a record high of 24 percent, matching the Union's support.
CSU leader Markus Söder expressed optimism about the upcoming final round of negotiations, mentioning the intensive discussions held in Berlin over the past week. He indicated that he is taking a brief pause for reflection before the negotiations resume.
However, there is significant discontent within the CDU's base regarding the outcomes of the negotiations thus far. Many party members feel that the anticipated conservative solutions are not being adequately represented. Reports have emerged of considerable criticism during a recent video conference titled "CDU Live - Update on Coalition Negotiations."
During this conference, party officials defended the proposed multi-billion euro debt package for infrastructure, describing the compromise with the SPD regarding the "special asset" as a necessary measure to create a solid foundation for defense spending while maintaining adherence to the debt brake.
Both parties understand that failing to reach an agreement in the coalition talks is not an option. SPD leader Saskia Esken highlighted the urgency of delivering results to counteract the rising influence of the AfD. She identified the need for a solid coalition agreement that includes commitments to stabilize pensions, ensure equitable education, and safeguard jobs.
