Merz Defends Spahn Amid Mask Procurement Controversy

Wed 9th Jul, 2025

In the ongoing controversy surrounding the procurement of COVID-19 protective masks, former Health Minister Jens Spahn is facing allegations of mismanagement. Chancellor Friedrich Merz has publicly expressed his support for Spahn, affirming his confidence in Spahn's actions during the pandemic.

During a government inquiry in the Bundestag, Chancellor Merz stated that he has no doubts regarding the validity of Spahn's statements and his assessment of the procurement situation. He noted that the events are often viewed with hindsight that overlooks the urgency of decision-making during a crisis.

Merz has also criticized Margaretha Sudhof, the special investigator appointed by the Health Ministry in 2024 to examine the mask procurement process. He suggested that if Sudhof had genuinely aimed to produce a balanced report, she would have taken the opportunity to consult with Spahn regarding the issues at hand. Spahn has since dismissed opposition criticism regarding his conduct as Minister.

The report by Sudhof accused Spahn of proceeding with mass procurement of scarce masks in early 2020, contrary to the advice of his department's experts. The Ministry opted for a purchasing process that involved fixed high prices without negotiating further, leading to disputes with suppliers over unaccepted deliveries. As a result, the federal government now faces potential multi-billion euro liabilities stemming from legal actions related to these contracts.

In light of these findings, the previous Health Minister Karl Lauterbach (SPD) tasked Sudhof with conducting an investigation into the procurement practices. Tim Klüssendorf, the Secretary-General of the SPD, has called for a thorough investigation into the mask procurement, suggesting that the establishment of a parliamentary inquiry committee is not off the table. Klüssendorf emphasized the importance of transparency in matters involving significant public funds and trust in governmental institutions.

The Chancellor responded to inquiries regarding any potential partisan motives behind Sudhof's report, confirming that he stands by his previous comments. When asked if he had personally reviewed the report, Merz affirmed that he had done so and maintained his position on the matter.

As the debate continues, the SPD is advocating for a complete and prompt clarification of the events that transpired within the Health Ministry during the pandemic. Klüssendorf highlighted the need for accountability, asserting that transparency is crucial for restoring public confidence in democratic institutions.
