Diplomatic Tensions Rise Between Italy and France Over Ukraine Troop Deployment

Sat 23rd Aug, 2025

Recent diplomatic tensions have emerged between Italy and France following remarks made by Italy's Deputy Prime Minister Matteo Salvini regarding French President Emmanuel Macron's support for a potential European troop deployment in Ukraine. The situation escalated when the French government summoned the Italian ambassador to express its discontent with Salvini's comments, which were deemed unacceptable.

Following Macron's indication of a willingness to send troops to Ukraine as part of peace negotiations between Kyiv and Moscow, Salvini responded sharply during an event in Milan. He suggested that Macron should personally equip himself for the conflict, metaphorically advising him to wear a helmet and carry a weapon. The Italian Deputy Prime Minister also made a disparaging remark, suggesting Macron should "hang on to the tram," a colloquial expression implying that he should immerse himself in the situation he is advocating for.

The French response was swift, emphasizing that such statements harm the trust between the two nations. According to reports, the French Ministry of Foreign Affairs reminded the Italian ambassador of the importance of maintaining strong bilateral relations, particularly in light of their shared commitment to supporting Ukraine in its ongoing conflict.

Prime Minister Giorgia Meloni of Italy has previously expressed support for Ukraine; however, she has also stated that Italy would not contribute troops to a European peacekeeping force. This creates a complicated dynamic between her administration and Salvini, who has consistently criticized Macron's approach to the Ukraine crisis.

Salvini's harsh rhetoric toward Macron is not new. He has previously referred to the French President using terms such as "hypocrite," "war monger," and "criminal," reflecting a deeper political rivalry that includes his ties to Marine Le Pen, Macron's opponent in the last presidential election. As Salvini serves as both Deputy Prime Minister and Minister of Transport, his party, the League, currently trails behind Meloni's Brothers of Italy and the center-left opposition in popularity.

Despite these tensions, both Meloni and Macron have made efforts to project a united front in public, particularly as they navigate complex European political landscapes. The ongoing disputes highlight the fragile nature of international relations and the challenges faced by European leaders in aligning their foreign policy strategies, especially concerning the volatile situation in Ukraine.
