In Berlin, discussions surrounding the deployment of Bundeswehr soldiers to Ukraine have taken a significant turn following a recent summit with US President Donald Trump. Initially, Chancellor Friedrich Merz expressed openness to sending troops for peacekeeping efforts. However, in light of the prevailing situation, both Merz and Vice Chancellor Lars Klingbeil have tempered their expectations regarding the possibility of a meeting between Russian President Vladimir Putin and Ukrainian President Volodymyr Zelenskyy.
Recent developments suggest that the German government is increasingly doubtful about achieving a peaceful resolution, with Putin showing no inclination towards negotiations. As a result, the prospect of securing safety guarantees through the presence of Western soldiers appears less likely.
Amidst increasing tensions, the German leadership has decided to focus financial resources on supporting Ukraine rather than pursuing military involvement. Officials have indicated that even in the event of a ceasefire agreement, the priority will be to strengthen Ukraine's military capabilities through financial assistance rather than troop deployment.
The government aims to enhance the Ukrainian forces, preparing them to deter any future aggression from Russia. This strategy involves significant financial commitments, with Germany prepared to cover at least part of the salaries for Ukrainian soldiers, particularly those engaged in frontline operations.
Currently, Ukrainian fighters receive additional allowances for their service, which might vanish in the wake of a ceasefire. This situation could lead to a reduction in troop numbers unless the Ukrainian government increases salaries to retain its military personnel. However, it is anticipated that maintaining such financial commitments will be challenging for Ukraine in the initial years following any peace agreement.
Moreover, Germany plans to continue the training of Ukrainian soldiers while also expanding arms production in Ukraine, collaborating with German defense contractors to bolster local manufacturing capabilities.
According to government sources, the option of sending German troops to oversee a potential ceasefire is off the table for the foreseeable future. Changes in this stance would only occur if there were significant shifts in the positions of the US or Russia, particularly if Trump were to reconsider his stance or if Putin were to halt his aggressive actions. However, no indicators of such changes have emerged at this time.
