In a recent statement, Jens Spahn, the leader of the CDU parliamentary group, emphasized the need for Germany to begin preparations for a potential return to mandatory military service. He argued that establishing a robust structure within the Bundeswehr is essential for facilitating a swift reinstatement of conscription. Spahn pointed out that while the process will not happen overnight, it is crucial to start laying the groundwork.
According to Spahn, Germany's defense capabilities must be strengthened, which may require an increase of up to 60,000 additional personnel in the armed forces. He suggested that while voluntary enlistment is preferable, the current circumstances may necessitate the reintroduction of conscription.
In support of this view, Henning Otte, the Bundestag's military commissioner, also advocated for implementing a compulsory military service system if sufficient volunteers do not come forward. He indicated that mandatory service might need to be considered should voluntary recruitment fall short.
If conscription were to be reinstated, a significant question would arise regarding its applicability to women. Spahn clarified that under the existing constitutional framework, a reinstated conscription would only apply to men unless the constitution is amended. He expressed skepticism about the feasibility of such a constitutional change in the near future, given that it would require a two-thirds majority in both the Bundestag and the Bundesrat.
Conversely, former Defense Minister Annegret Kramp-Karrenbauer has voiced her support for extending conscription to include women. She pointed out that demographic trends, particularly declining birth rates, may lead to scenarios where the military cannot afford to overlook any demographic group, thereby necessitating the inclusion of women in mandatory service. Kramp-Karrenbauer also urged for proactive measures to prepare for a potential return of conscription.
Notably, the current coalition agreement between the CDU/CSU and the SPD makes no mention of mandatory military service. Instead, it proposes the creation of a new, attractive military service option that would primarily rely on volunteer enlistment. Defense Minister Boris Pistorius has reiterated that the current policy of voluntary service will remain in effect as long as it meets the military's personnel needs.
