Railway Chief Schedules Security Summit After Fatal Attack on Train Attendant

Following the recent fatal assault on a train attendant near Kaiserslautern, German rail operator leadership is preparing a comprehensive meeting with stakeholders to address increasing concerns about the safety of railway employees and passengers. The violent incident has intensified calls from trade unions and public officials for immediate and effective measures to enhance protection within the national rail system.

Railway executives have announced plans to convene a 'security summit' that will bring together representatives from federal and state governments, trade unions, the federal police, and industry stakeholders. The summit aims to evaluate both short-term interventions and long-term strategies for improving security on trains and at stations, with a focus on clarifying funding responsibilities for security personnel in regional and local rail services.

Transport officials from several German states, including the chair of the transport ministers' conference, have stated that the issue of rail safety will be a primary agenda item at their upcoming meeting. Authorities caution against hasty decisions, emphasizing the need for measures that deliver tangible safety improvements rather than temporary solutions.

Union representatives have expressed dissatisfaction with past crisis meetings, arguing that violence against train staff remains an ongoing problem. According to company reports, over 3,000 attacks on railway employees were recorded last year, averaging about eight incidents per day. In response, union leaders are advocating for a policy requiring at least two attendants on all regional trains, contending that increased staffing is the most effective way to safeguard both personnel and passengers.

The deployment of additional rail staff, however, is influenced by several operational factors such as train size, journey length, and passenger volume. Local authorities, who are responsible for contracting regional rail services, have indicated that current agreements already include specific safety measures and staffing requirements. Many regional governments are reluctant to commit to additional personnel due to budget constraints, as maintaining current service levels is already financially challenging without further increases in costs.

Responsibility for overall security within the railway network is shared between the federal police and rail operators. While rail personnel and private security teams are present on trains, federal police officers are typically stationed at major stations, intervening when required. The effectiveness of this arrangement depends on the rapid response of police in emergencies.

The head of the police union has highlighted a significant shortfall in personnel assigned to railway security, calling on the federal government to launch an immediate action plan. This proposal includes adding 14 new units to state and federal police reserves to increase visible security presence across the country.

In addition, certain government officials have advocated for stricter penalties against individuals who assault public service workers, including railway staff. However, detailed plans for expanding federal police operations on trains and at stations have yet to be outlined.
