German Military Intelligence Reports Rising Threats from Espionage and Extremism

The German Military Counterintelligence Service (MAD) has raised concerns over a significant increase in espionage, sabotage, and extremist threats facing the German armed forces and related institutions. According to the latest annual report, foreign intelligence activities targeting Germany have become more pervasive, with state actors deploying extensive measures to obtain sensitive information, exert influence, and conduct disinformation campaigns.

The report highlights that foreign intelligence services, particularly from Russia and China, are intensifying their efforts against the Bundeswehr. These operations focus on gathering intelligence about weapon systems, troop deployments, and command structures, aiming to secure strategic advantages in potential conflict scenarios. MAD also notes the emergence of 'hybrid' tactics, blending cyber operations, sabotage, and propaganda to destabilize German defense capabilities.

Of particular concern is the reported willingness of some foreign services to carry out lethal operations, including assassinations and kidnappings. Since April 2024, MAD has initiated an internal review to strengthen its organizational resilience and improve its capacity to counteract these multifaceted threats. The agency has prioritized identifying and neutralizing specialized operatives, especially those linked to Russian intelligence, who may be conducting or preparing for lethal operations on German soil.

Data from the report indicates that incidents related to espionage have reached their highest levels in recent years. The president of MAD emphasizes the substantial risks posed by intelligence breaches, noting that even a single successful act of espionage can have considerable consequences for national security. The agency's efforts are focused on preventing the loss of critical information regarding force strength, weapons capabilities, and deployment strategies.

Alongside external threats, the report also details an uptick in cases involving extremism within the military ranks, particularly right-wing extremism. In 2024, the number of new investigations into suspected extremist activity rose to 524, marking an increase from the previous year. Of these, 413 cases pertained to right-wing extremism, representing a 34 percent rise. MAD identified 11 individuals as confirmed extremists and noted 26 cases involving personnel suspected of lacking constitutional loyalty.

Conversely, the number of cases involving so-called 'Reichsbürger' and 'self-governing' individuals has declined. Incidents linked to left-wing extremism among Bundeswehr personnel remain infrequent. The report also notes a stable number of cases related to foreign extremism, especially those with connections to the war in Ukraine, such as expressions of support for Russia's actions.

The annual review cautions against the risk posed by travel and connections to Russia and Belarus among defense personnel. The findings indicate that military and civilian staff who travel to these countries or maintain ties may become targets of intelligence recruitment or pressure tactics. MAD advises heightened vigilance and internal controls to mitigate these risks.

Furthermore, the report underscores the evolving nature of hybrid threats. While the Cold War era was defined by clear boundaries and conventional stability, current security challenges are characterized by blurred lines between peace, crisis, and conflict. The agency stresses the importance of robust counterintelligence and internal security measures to safeguard German defense interests amidst increasingly unpredictable and complex threat environments.
