German Agriculture Minister Rainer Advocates for Tax Incentives on Biofuels

The newly appointed German Agriculture Minister, Alois Rainer, is set to implement significant reforms within his department, focusing on the promotion of biofuels as part of his agenda.

In his efforts to alleviate the burdens faced by farmers, Rainer has proposed initiatives aimed at reducing bureaucratic hurdles and enhancing the fiscal support for biofuels. He emphasized his commitment to introducing measures that boost the utilization of biofuels in agriculture during the current legislative term. Rainer has already initiated discussions with the Federal Minister of Finance, Lars Klingbeil, on the matter.

Rainer highlighted the potential of alternative fuels to replace fossil energy sources, noting that large agricultural machinery typically cannot operate on electric power. As part of his strategy, he plans to reinstate full tax refunds on agricultural diesel starting January 1, 2026. Acknowledging previous farmer protests, he expressed understanding of the pressures faced by the agricultural sector, stating that the existing burdens were excessive and that excessive bureaucracy remains a significant challenge for the industry.

Historically, biofuels have been a contentious topic. A study conducted by the Heidelberg Institute for Energy and Environmental Research in 2022 for the German Environmental Aid concluded that biofuels may do more harm than good. Nevertheless, biofuels still represent a meaningful portion of the total fuel supply and were responsible for nearly all of the carbon dioxide reductions achieved in the transportation sector just two years ago.
