In a significant push for equity in national defense spending, leaders of the eastern German states are advocating for a substantial share of the planned billions in military expenditures. This call for inclusion comes in light of ongoing discussions with federal officials, including Chancellor Friedrich Merz and Defense Minister Boris Pistorius.
During a recent conference held at Schloss Ettersburg in Weimar, the eastern state governors emphasized their desire to ensure that their regions benefit from the defense investments, given their financial contributions to these expenditures. Chancellor Merz acknowledged the importance of strategic location decisions for defense companies, indicating that while such choices ultimately lie with the businesses, the government can create favorable conditions to encourage them.
The eastern leaders have identified the need to establish enhanced production and maintenance capacities for military equipment within their regions, especially in response to the tactical requirements along NATO's eastern flank. Minister Pistorius echoed this sentiment, asserting the necessity of expanding defense industry sites in East Germany. However, he cautioned that the current distribution of defense industrial sites is heavily skewed toward western Germany, particularly the southern regions, and that immediate changes to this landscape are unlikely.
To facilitate discussions on this matter, Pistorius announced plans for a conference involving representatives from the defense industry and the Federal Ministry of Economics. He stressed that a robust defense capability in Germany necessitates a strong defense industry presence across all regions, though he noted that achieving this balance will take time.
According to the Federal Association of German Security and Defense Industries, the majority of defense sites in Germany are located in western states, a historical trend that further complicates the eastern states' call for equitable investment.
Minister Pistorius also addressed current security threats, highlighting that while Germany is not in a state of war, it faces significant challenges, including hybrid attacks and disinformation campaigns, as evidenced by recent drone sightings in Denmark. Chancellor Merz reaffirmed the government's commitment to countering such incursions and ensuring effective deterrents against violations of airspace.
Elisabeth Kaiser, the federal government's commissioner for eastern affairs, emphasized the potential for investment in security technologies and the defense sector within the eastern German states. She underscored her role in fostering public discourse around security issues.
Thuringia's Minister President, Mario Voigt, pointed out that a significant number of Bundeswehr soldiers hail from eastern Germany. He articulated the expectation that increased military spending should translate into tangible benefits for the eastern populace, particularly given their contributions to national defense financing. Voigt highlighted existing regional competencies in optics, aerospace, and machinery, which could be leveraged for defense production.
Brandenburg's Minister President, Dietmar Woidke, expressed hope that a considerable portion of the EUR400 billion federal infrastructure package would be allocated to eastern Germany. While he refrained from labeling the east as historically disadvantaged in infrastructure, he acknowledged persistent gaps, especially in rail transport. Chancellor Merz assured that projects in the eastern states and Berlin would be considered as part of the so-called special fund.
