Consumer Confidence Index Declines Amid Job Security Concerns

Wed 27th Aug, 2025

The consumer sentiment in Germany has continued to decline, with the Consumer Confidence Index's forecast for September dropping by 1.9 points to -23.6, marking the third consecutive month of decrease. This data stems from a recent survey conducted by market research firms GfK and NIM.

The primary driver behind this decline is the significant drop in income expectations, which have been adversely affected by rising unemployment rates. According to Rolf Bürkl, an expert from NIM, the growing fear of job loss has led many consumers to exercise caution regarding major purchases.

One of the contributing factors to this cautious spending behavior is the escalating concern over job security. Recent statistics indicate that the number of registered unemployed individuals has risen, remaining just below three million in July. Experts from GfK and NIM anticipate that the upcoming figures from the Federal Employment Agency for August may surpass this threshold.

Additionally, the increased inclination to save among consumers is linked to worries about rising prices, particularly for energy. The geopolitical landscape and the trade policies of the U.S. government have intensified fears that energy prices could again rise. Consequently, inflation expectations among German consumers have increased for the second month in a row, contributing to a climate of uncertainty that makes them more hesitant to engage in larger expenditures.

Income expectations have also taken a hit. After five consecutive months of increases, they have now decreased in August, with the income indicator dropping 11.1 points from the previous month to reach 4.1 points--the lowest level since March 2025, which recorded -3.1 points.

Moreover, consumers do not foresee a swift recovery in the economy, as economic expectations have fallen to their lowest point in six months. The combination of rising unemployment, the sometimes rocky start of the new federal government, and U.S. trade policies has contributed to ongoing uncertainty among consumers.

Overall, the data reflects a cautious consumer landscape in Germany, characterized by concerns over job security, rising prices, and a pessimistic outlook for economic recovery.
