As of 2026, a legal entitlement to all-day care for primary school children is set to take effect in Germany. Current statistics indicate that approximately 1.8 million children, representing about 56% of school-age children, are already receiving all-day care, as reported by the Ministry of Education and Family Affairs. Although the legal entitlement will initially apply only to first graders, a significant number of facilities must be established promptly to accommodate future demands.
The effectiveness of extending the funding period remains uncertain. The draft legislation is still under discussion in the Bundestag, allowing for potential amendments. At the same time, the federal government is under pressure to reduce expenditures, making new spending initiatives subject to intense scrutiny.
Green Party representatives emphasize the multitude of benefits associated with all-day care, including improved educational outcomes, reduced burdens on families, and increased workforce participation. They call upon the government to prioritize this initiative, asserting that any delay undermines public trust and misses the opportunity for progressive policy-making.
