The German federal government has agreed on a series of legislative measures that will significantly impact internal security, the healthcare system, and social contributions for high earners. The Cabinet's decisions, announced after their latest session, include a comprehensive reform of the Federal Police Act, key changes to hospital regulations, and updated thresholds for social security contributions.
Expansion of Federal Police AuthorityOne of the central initiatives involves a major update to the Federal Police Act, which has not seen substantial reform in nearly three decades. The new draft law grants the Federal Police broader powers, particularly in areas related to public safety and immigration enforcement. Notably, the legislation introduces explicit authority for the Federal Police to intercept and neutralize unauthorized drones at critical infrastructure sites such as airports and rail transport facilities. This move responds to the increasing prevalence of drone activity and associated security risks, which were previously unaddressed in the existing law.
Beyond drone countermeasures, the reform extends the Federal Police's capabilities in combating extremism and organized smuggling operations. The proposed law allows for expanded telecommunications surveillance under defined circumstances and authorizes the detention of individuals subject to deportation if encountered within police jurisdiction. Additionally, the Federal Police will have the power to conduct random and unannounced checks in designated weapon- and knife-free zones at train stations and on trains, aiming to enhance public safety in these environments.
Adjustments to Hospital ReformThe Cabinet also approved amendments to ongoing hospital reforms to provide German states with greater flexibility in planning healthcare facilities. According to the Federal Ministry of Health, the revised legislation introduces broader exceptions, giving regional governments more autonomy in hospital planning while delaying the full implementation of the reform by one year. This additional timeframe is intended to help hospitals adapt to new quality standards and organizational changes.
The core objective of the healthcare reform remains the consolidation of specialized services and overall improvement in the quality of patient care. The law aims to ensure that complex medical procedures are performed exclusively in suitably equipped clinics with expert personnel, while still maintaining access to essential healthcare services in rural communities. The Cabinet's adjustments are a response to feedback indicating that the prior reform proposal could have led to supply disruptions, particularly in less densely populated areas.
Social Contribution Changes for High EarnersAnother significant development from the Cabinet session is the adjustment of social security contribution limits for individuals with higher incomes. Under the new regulation, the income thresholds determining mandatory social contributions will increase, resulting in a larger portion of earnings being subject to contributions for those with high salaries. This annual adjustment is based on overall wage growth and ensures that social security financing remains aligned with economic trends. The measure is anticipated to boost revenue for the social insurance system while having a limited impact on most employees.
Together, these legislative decisions reflect the government's ongoing efforts to strengthen public security, modernize healthcare delivery, and maintain the sustainability of the social welfare system. The proposals will proceed to the Bundestag for further consideration and potential enactment.
