The introduction of the electronic patient record (EPA) in Germany marks a vital advancement in the digital transformation of the healthcare system. However, a recent survey conducted by Pharma Deutschland has highlighted a concerning lack of awareness among the insured population regarding this new health record system. Approximately 15 million individuals are reportedly unaware of the EPA's existence.
A representative survey by Civey, commissioned by Pharma Deutschland, reveals that 76% of insured adults aged 18 and older are informed about the electronic patient record. With around 63 million legally insured adults in Germany, this statistic implies that nearly 15 million individuals remain uninformed about the EPA.
Dorothee Brakmann, the chief executive officer of Pharma Deutschland, emphasizes the urgent need for increased awareness. She asserts that the EPA represents a milestone in the digitalization of healthcare and offers significant opportunities for improvement. She stresses the importance of ensuring that all insured individuals receive comprehensive information about the EPA and understand the benefits it can bring both personally and to the overall health system.
In light of the substantial number of individuals who are still unfamiliar with the EPA, Pharma Deutschland advocates for a targeted, nationwide informational campaign. This initiative aims to educate the insured population on the advantages of the electronic patient record, highlighting benefits such as the reduction of duplicate medical examinations, alleviation of burdens on healthcare providers, and enhanced transparency for patients.
Examining awareness levels across different federal states reveals notable discrepancies. For instance, the city-states of Bremen and Hamburg report awareness levels of 79% and 80%, respectively, surpassing the national average. In contrast, rural regions like Brandenburg and Baden-Württemberg show lower awareness rates at 73% and 74%, underscoring the need for improved outreach in less densely populated areas.
The Federal Ministry of Health has already initiated promotional activities surrounding the EPA's rollout, employing billboard advertising and information booths in public spaces to inform citizens. Health insurance providers were also required to contact their insured members prior to the establishment of the EPA. A previous survey conducted by Gematik in October 2024 indicated that 41% of respondents had never heard of the EPA. Since then, awareness of the new record system has substantially increased.
