UN Security Council Urges Withdrawal of Rwandan Forces from DR Congo

The United Nations Security Council (UNSC) has issued a resolution calling for the immediate withdrawal of Rwandan troops from the eastern regions of the Democratic Republic of Congo (DRC) amid ongoing conflict involving the M23 rebel group. This marks a significant moment as it is the first time the UNSC has directly attributed responsibility to Rwanda for its support of the M23 rebels.

According to UN assessments, approximately 4,000 Rwandan soldiers are believed to be aiding the M23, which has recently expanded its control over large areas in North Kivu and South Kivu provinces.

The UNSC's resolution, adopted unanimously, strongly condemns the offensive actions of the M23 rebels, highlighting the need for Rwanda to cease its military support to these groups and to withdraw its forces from DRC territory without any conditions. The M23, having taken control of key cities and strategic locations such as Lake Kivu, has contributed to a humanitarian crisis, displacing over 50,000 Congolese citizens who have fled to neighboring countries, including Burundi and Uganda. Observers report that the Congolese armed forces have struggled to mount an effective defense against the M23, often retreating without significant resistance.

Accusations between the DRC and Rwanda have intensified, with the DRC alleging that Rwanda is using the M23 as a proxy to exploit its natural resources. Conversely, Rwanda has accused the DRC of providing support to Hutu militias like the Democratic Forces for the Liberation of Rwanda (FDLR).

The situation remains tense, with potential implications for regional stability.
