Increasing Numbers of Germans Opt Out of Military Service

In Germany, the trend of military service refusal has seen a significant rise since the onset of the Russian invasion of Ukraine. This increase includes active soldiers, reservists, and civilians, further complicating the operational challenges faced by the Bundeswehr.

The Federal Office for Family and Civil Society Tasks (BAFzA) reported that applications for conscientious objection have more than doubled from 2023 to 2024. In 2022, there were 951 applications, which rose to 1,079 in 2023 and surged to 2,241 in 2024. During the first two months of 2025 alone, 433 applications were recorded, suggesting a projected total of 2,598 by year's end if the trend continues.

Applications for conscientious objection are submitted at Bundeswehr Career Centers and subsequently forwarded to the BAFzA. Detailed statistics regarding the status of applicants have only been compiled since June 2024. Between June and December 2024, there were 79 active soldiers, 720 reservists, and 625 civilians who filed for conscientious objection. In 2025, up until the end of February, the numbers included 29 active soldiers, 241 reservists, and 163 civilians.

Many individuals applying for conscientious objection cite an unexpected escalation in military conflict as a primary reason for their decisions. This sentiment has grown significantly since the beginning of the Ukraine crisis.

The political director of the German Peace Society - United Conscientious Objectors (DFG-VK) noted that the increase in objection applications reflects public anxiety regarding military engagement. In response to rising inquiries, the organization has expanded its advisory services and launched a new website aimed at assisting those interested in conscientious objection.

Despite this growing trend, the Bundeswehr is facing a painful challenge, as it struggles to maintain and recruit personnel. The Bundestag's Wehrbeauftragte, Eva Högl, recently highlighted these ongoing difficulties in her annual report. The shrinking size of the armed forces is compounded by geopolitical tensions, particularly in light of increased military threats in Europe.

As Germany navigates these complex challenges, the implications of rising conscientious objection applications could have profound effects on the country's military readiness and defense strategy.
