Educational Pathways for Greater Flexibility: Teacher Shortage in German Schools Projected to Last Until 2033

Tue 11th Feb, 2025

The teacher shortage in German schools is expected to persist until 2033, according to a forecast released by the Conference of Ministers of Education and Cultural Affairs (KMK). This report, published in Bonn, indicates that it will take nearly a decade for the number of trained teachers to meet the demand across various educational sectors.

As of 2024, Germany is projected to face a shortfall of approximately 17,374 teachers, with the following year expected to see a reduction in that figure to around 11,690. The most significant deficits are anticipated in secondary education levels I and II, as well as in vocational schools. Conversely, primary and special education institutions are likely to see an improvement in teacher availability by 2026.

In response to this ongoing issue, the KMK has emphasized the need to tap into new target groups for the teaching profession. KMK President and Education Minister of Mecklenburg-Vorpommern, Simone Oldenburg, noted that various measures have been undertaken to enhance the attractiveness of the second phase of teacher training. The introduction of new educational pathways and improved training for lateral entrants are expected to provide greater flexibility and broaden the recruitment pool for prospective teachers.

Oldenburg stressed the importance of addressing the gap between the number of graduates entering the profession and the actual needs of schools. As educational institutions across Germany continue to struggle with staffing shortages, initiatives aimed at reforming teacher training are critical to ensuring that quality education is maintained.

The KMK's findings suggest that while efforts have been made to alleviate the teacher shortage, substantial work remains to be done to create a sustainable solution. The education system's ability to successfully implement these reforms will be pivotal in shaping the future of teaching in Germany, impacting the quality of education for countless students.

As the education sector grapples with these challenges, the focus remains on innovating and adapting training programs to better align with the needs of schools. By enhancing the appeal of the teaching profession and providing more diverse pathways into the field, stakeholders hope to mitigate the ongoing crisis and ensure that schools are equipped with the necessary human resources to foster learning and development.
