The SPD leadership is actively campaigning for support from its members regarding the coalition agreement with the CDU and CSU, commonly referred to as the black-red coalition. While Klingbeil expresses optimism regarding Chancellor Friedrich Merz's ability to lead effectively, the CDU leader has also highlighted that commitments made in the coalition agreement are contingent on financial realities. This caution reflects a broader consensus among coalition partners to avoid overpromising.
Resistance is emerging within the SPD's youth organization, the Jusos, with chapters in several states voicing their dissent against the coalition agreement. For instance, the Jusos in Bavaria have argued that the agreement fails to address critical political issues and social injustices adequately. Similar sentiments have been echoed by youth branches in Schleswig-Holstein, who criticize the proposed policies as lacking solidarity.
In response, Klingbeil acknowledged the right of members to vote according to their convictions while underscoring the importance of a stable government in Germany amidst global uncertainties. He noted that alternatives to a successful coalition could lead to new elections or a minority government, both of which could undermine stability.
Meanwhile, the CDU has also scheduled a vote on the coalition agreement for April 28, with the expectation that Merz could be elected Chancellor on May 6, followed by the swearing-in of the new cabinet.
To secure the approval of the coalition agreement from the SPD membership, a simple majority is required, along with a minimum participation rate of 20% of members in the digital voting process. Historical precedents indicate that the SPD has previously achieved significant endorsement for coalition agreements with the Union in 2013 and 2018, while the decision regarding the 2021 coalition with the Greens and FDP did not involve a member vote.
