Renewed Hope in Pharmacy Sector Following Government Transition

The recent shift in government has sparked optimism among pharmacists in Germany, particularly following the end of the previous coalition on November 9, 2024. This transition has brought with it a fresh perspective on healthcare reforms, particularly in relation to pharmacy operations.

The Bavarian Pharmacists' Association (BAV) has expressed positive sentiments regarding the new coalition agreement. Key provisions include an increase in the fixed remuneration for pharmacies to EUR9.50 and the removal of the discount prohibition, which is seen as crucial for enhancing the financial viability of pharmacies across the country.

BAV Chairman Hans-Peter Hubmann emphasized the urgent need for swift implementation of these reforms, stating that immediate assistance for pharmacies is necessary and can be achieved through regulatory measures. Alongside the increase in fixed payments, proposed adjustments include higher fees for prescription services, documentation for controlled substances, and delivery charges.

As discussions continue, the exact legislative pathway remains uncertain. However, it is anticipated that the pharmacy issues will be addressed post-summer break, as part of a broader legislative package that will undergo the standard parliamentary process. Hubmann expressed confidence in the newly appointed Federal Health Minister, Nina Warken, to actively pursue these adjustments in compensation.

Pharmacists have suggested an alternative approach to the proposed fixed fee increase for rural pharmacies, advocating instead for a 'basic cost surcharge.' This additional payment, linked to the number of prescription packages dispensed at a uniform price, is intended to bolster smaller pharmacies. This model is expected to provide equitable financial benefits, with smaller operations reaping proportionately greater rewards.

Furthermore, there is a call for expanded responsibilities for pharmacies in patient care, including increased focus on preventive measures and early detection of health issues.
