New Study Reveals Ground Tax Increases: A Broken Promise

A recent analysis of the new property tax system in Germany has sparked significant concern, revealing that a key promise made by the federal government has not been fulfilled. The study, conducted by the property owners' association Haus&Grund, analyzed data from nearly 2,000 properties nationwide and discovered that a majority of property owners and renters are now facing higher tax bills since the reform took effect earlier this year.

The findings indicate that overall tax revenue has increased as a result of the changes, contradicting earlier assurances from Olaf Scholz, the former finance minister, who had pledged that the reform would not raise the total tax intake. The study's results show that 79% of property owners either saw their tax burden rise or remain stable, with many facing substantial increases. For example, owners of condominiums are experiencing an average tax hike of 96%, while single-family homes are seeing increases of 139%, and multi-family properties face rises of 143%. This translates into hundreds, and in some cases over a thousand euros, in additional costs annually, which landlords often pass on to tenants.

In stark contrast, only 21% of property owners reported a decrease in their property taxes, with reductions averaging 24% for apartments and 19% for single-family homes. The discrepancies in tax outcomes can largely be attributed to the new tax assessments being more closely aligned with property values, alongside many municipalities raising their tax multipliers.

The president of Haus&Grund, expressed frustration over the situation, asserting that local governments are the primary drivers behind the increased costs associated with housing. He has called on the next government to honor its commitments and make necessary adjustments to the tax system.

In response to the study's findings, a government spokesperson reiterated that the goal remains to achieve a tax reform that is revenue-neutral overall. They emphasized that local authorities had been urged to consider reducing their tax multipliers in light of the required re-evaluations mandated by the constitutional court.

The outcome of this tax reform has raised alarms among millions of tenants and homeowners alike, with many now facing unexpected financial challenges as a result. The debate over property taxation in Germany continues to evolve, and it remains to be seen how policymakers will address these pressing concerns.
