Nationwide Mobile Network Measurement Week Launched to Identify Coverage Gaps

In an effort to address gaps in mobile network coverage, federal and state governments, along with local authorities, have initiated the first nationwide mobile network measurement week. This initiative, running from May 26 to June 1, encourages users to utilize the Funkloch app, developed by the Federal Network Agency, to assess the availability of their mobile networks.

The Funkloch app allows users to conduct measurements by simply clicking a button. This action triggers the app to collect data on network coverage at intervals of up to 50 meters, recording whether connectivity is available and identifying the type of network in use--be it 2G, 4G, or 5G.

According to the Federal Network Agency, the accumulated data will be anonymized and shared with the broadband measurement program, contributing to an online map that will be updated weekly. Following the measurement week, a detailed analysis of the data collected will be conducted. The Federal Minister for Digital and Transport, Karsten Wildberger, emphasized the importance of transparency regarding network performance and gaps, stating that this initiative is crucial for enabling swift action to improve mobile service coverage.

Particular attention is being directed towards rural areas, as highlighted by Federal Minister of Agriculture Alois Rainer. A comprehensive digital infrastructure is deemed essential for the modern operation of businesses that rely on digital applications. Klaus Müller, President of the Federal Network Agency, noted that a high level of participation in the app's usage would enhance the documentation of mobile service quality, allowing for better local assessments of network conditions.

Currently, the Funkloch app has been available since October 2018 and is an evolution of an earlier broadband measurement app. Recent statistics indicate that 4G coverage by at least one mobile network provider stands at 97.53%, while 5G is accessible to over 93.85% of the area. However, approximately 2.10% of the country remains unserved by both 4G and 5G networks. The data for the mobile coverage map is provided by major telecom companies, including Deutsche Telekom, Vodafone, Telefónica, and 1&1, which is evaluated for accuracy by the Federal Network Agency, including cross-referencing results from smartphone measurements.

In tandem with this initiative, the Federal Council has issued a resolution to accelerate the rollout of digital infrastructure. It has underscored that comprehensive mobile coverage is foundational for numerous digital applications, including connected autonomous vehicles, smart energy management systems, and advanced agricultural practices, as well as for emergency services. The Council has expressed support for the Federal Network Agency's plan to implement coverage requirements based on geographical areas rather than households. However, it believes that the target of 99.5% coverage across the nation may not sufficiently address the needs of topographically challenging regions, calling for more comprehensive coverage goals. Additionally, the Council advocates for the continued existence of the controversial federal mobile infrastructure company beyond 2025.
