Merz Develops Strategy Amid Trump's Ukraine Peace Proposal

Fri 25th Apr, 2025

The recent proposal by former U.S. President Donald Trump to force a resolution in the ongoing conflict in Ukraine has placed significant pressure on Friedrich Merz, the incoming Chancellor of Germany from the Christian Democratic Union (CDU), even before he officially takes office. As the second-largest supplier of arms to Ukraine, following the United States, Germany is poised to play a critical role in international discussions surrounding the war.

Merz faces his first substantial test on the global stage regarding Ukraine. The details of his plan remain undisclosed, but it is clear that any agreement that entails Ukraine recognizing Crimea as part of Russia or ceding any occupied territories is unlikely to receive support from Ukrainian President Volodymyr Zelenskyy.

There is widespread concern regarding Trump's demands. Analysts and political figures express apprehension that a so-called 'dictated peace' would not only undermine Ukraine's sovereignty but also embolden Russia to pursue further territorial ambitions without consequence. The CDU's foreign affairs spokesperson, Jürgen Hardt, emphasized that such an approach contradicts Germany's interests and would potentially lead to increased refugee flows into Germany as millions of Ukrainians may flee from Russian occupation due to fears of persecution and repression.

Hardt pointed to serious predictions indicating that up to eight million Ukrainians could be displaced due to the ongoing conflict, as many would refuse to live under Russian control due to concerns about torture, forced labor, and abductions. The CDU maintains that any peace agreement must involve the consent of Ukraine and must not be negotiated at its expense.

Thorsten Frei, a close ally of Merz and the CDU's parliamentary manager, reiterated that the primary responsibility lies with Ukraine to evaluate proposals for a ceasefire or peace agreement. He emphasized that any diplomatic endeavors must prioritize the input and needs of the Ukrainian government and people.

As the situation develops, it remains uncertain how Merz will navigate the pressures from Washington while also ensuring Germany's commitment to support Ukraine against Russian aggression. Should the United States withdraw its support, Germany may be compelled to increase its military aid to fill the gap left by American resources.

Yet, Merz's stance on ensuring that Ukraine emerges victorious in the conflict remains a focal point, as the incoming government aims to uphold its commitment to Ukraine amidst these evolving diplomatic challenges.
