Healthcare Overhaul Gains Momentum: New Software Launches Lauterbach's Reform Initiative

The long-anticipated restructuring of Germany's healthcare system is set to commence, marked by the launch of a pivotal software tool designed to delineate future hospital operations.

Federal Minister of Health Karl Lauterbach announced in Berlin that the hospital reform initiative is officially moving forward. The newly developed software will categorize treatment cases according to the performance groups that will be implemented in the coming years. This advancement will clarify which services hospitals will be able to offer and bill for based on the restructured system, promoting a necessary specialization among healthcare facilities.

This reform, initially approved by the coalition government, aims to alleviate financial pressures on hospitals while concentrating complex medical procedures within specialized institutions. The new performance groups are intended to provide a more precise description of hospital treatments and enforce standardized quality measures regarding staffing and treatment experience.

Looking ahead, it is planned that by the end of 2026, state governments will assign the respective performance groups to their hospitals. The new financing model is expected to be gradually implemented between 2027 and 2028.

To facilitate the implementation of this reform, Lauterbach is also preparing a regulation that will outline the conditions for a multibillion-euro fund aimed at supporting this reorganization effort.
