European Parliament Approves Eased CO2 Credit Rules for Truck Manufacturers

The European Parliament has agreed to relax regulations surrounding the accumulation of CO2 credits for manufacturers of heavy-duty vehicles. This adjustment aims to support the commercial vehicle industry in meeting the European Union's climate targets while accommodating current limitations in charging infrastructure for zero-emission trucks.

Under the revised framework, truck manufacturers will have until 2029 to more easily collect emission credits. These credits can later be used to offset potential penalties if manufacturers exceed their assigned emission targets in future years. The change is designed to offer more flexibility to companies as they work towards stricter emissions reductions set for the coming decade.

The existing targets for fleet emissions remain unchanged. The EU requires that the average CO2 emissions of new heavy-duty vehicles are reduced by 15% from 2019 levels by 2025. This target becomes more ambitious over time, with a 45% reduction required by 2030, a 65% cut by 2035, and a 90% reduction by 2040. Each manufacturer is assigned specific annual targets based on the composition of their fleet and past performance.

The updated rules are expected to benefit manufacturers that initially exceeded early-stage targets but have since found it more challenging to keep pace with the steep curve of emissions reductions leading up to 2030. The European Commission, which proposed the amendment, cited delays in the development of public charging infrastructure for heavy-duty vehicles as a primary reason for the temporary easing of CO2 credit regulations. By providing additional flexibility, the regulatory adjustment is intended to incentivize early adoption of low-emission and zero-emission trucks and buses.

The changes, however, do not apply to newly registered city buses, which remain subject to the original emission credit rules. According to data from the European Commission, heavy-duty vehicles account for more than 25% of all greenhouse gas emissions from road transport in the EU and over 6% of the bloc's total greenhouse gas output. Achieving significant reductions in this sector is seen as vital to the EU's goal of climate neutrality by 2050, a target that requires balancing any remaining emissions with equivalent removal from the atmosphere.

To take effect, the proposal must receive formal approval from the governments of EU member states, a step that is widely expected to proceed smoothly given previous expressions of support for the Commission's recommendation. The move is part of a broader EU climate strategy that involves tightening emissions standards across the transportation sector.

Parallel regulatory discussions are ongoing regarding the future of combustion engine cars. The European Commission has proposed measures that would allow new vehicles with combustion engines to be registered after 2035 under certain conditions, a topic that remains under debate and has not yet reached consensus among EU lawmakers.

The temporary easing of CO2 credit requirements for heavy-duty vehicle manufacturers reflects the EU's pragmatic approach to bridging the gap between ambitious climate goals and current technological and infrastructural realities. By providing industry participants with greater flexibility in the short term, the EU aims to support continued progress toward long-term emissions reductions while accounting for existing market and infrastructure constraints.
