The financial situation of statutory health insurance (GKV) in Germany has reached critical levels, prompting the federal government to expedite a substantial financial infusion. The Federal Ministry of Health reached an agreement with the Ministry of Finance to allocate EUR800 million in federal subsidies in mid-May to bolster the liquidity reserves of the health fund, as reported by a leading financial publication.
This move comes in response to the health fund's reserves falling below the mandated minimum threshold. The newly appointed Health Minister has expressed that the situation is more severe than initially anticipated, stating that the GKV is currently operating in significant deficits.
Last year, the health insurance funds reported a considerable deficit of EUR6.2 billion, which has led to many insurers increasing their additional contribution rates at the start of this year.
In the event that the reserves are at risk of dropping below 20% of the fund's monthly expenditures, mechanisms exist to ensure the continued solvency of the health insurance funds. These mechanisms include the possibility of advancing portions of the usual federal subsidy, which was previously set at EUR14.5 billion annually.
The governing coalition of Union and SPD has stated a commitment to stabilizing the financial conditions of the statutory health insurance system, with a commission set to propose comprehensive reforms by spring 2027. However, health insurers argue that this timeline is too lengthy and are calling for an immediate moratorium on expenditures.
Health insurers reacted swiftly to the announcement, with representatives highlighting that the government's decision acknowledges the seriousness of the current financial landscape. They welcomed the Minister's acknowledgment of the urgent need for decisive action to prevent further increases in contribution rates. Insurers are urging for rapid implementation of existing proposals aimed at stabilizing the finances of the GKV.
