Two weeks after the rollout of the Electronic Patient Record (EPA) in Germany, healthcare professionals in Hesse are expressing significant dissatisfaction. The head of the Hesse General Practitioners Association described the situation metaphorically, highlighting a stark contrast between expectations and reality. What was anticipated to be a state-of-the-art digital solution has turned out to be far less effective, akin to using outdated technology.
Currently, it is estimated that only about one-third of medical practices in Hesse have the necessary technical capabilities to utilize the EPA. There are approximately 100 different practice management systems in use, and many software providers have yet to deliver functioning solutions. Some practices find that their existing systems require updates, while others may need to switch vendors entirely.
Even in cases where the technology is operational, experiences have been described as disappointing. The EPA is criticized for lacking true digital functionality; it has been likened to a simple file storage system where documents are uploaded without any organization or search capabilities. Concerns about the security of the system have also been raised.
There appears to be minimal interest from patients regarding the EPA. Many individuals, particularly older or seriously ill patients who would benefit the most from having access to their health records, find the system complicated and are often discouraged from using it.
Pharmacies are also facing challenges following the national launch of the EPA, although they recognize its potential benefits. The Hesse Medical Association acknowledges the importance of having an electronic patient record, pointing to successful implementations in other countries. However, they express frustration over the protracted timeline for development in Germany, resulting in a product that fails to meet its intended purpose.
Ideally, an EPA should provide healthcare providers with a quick and comprehensive overview of relevant patient medical information. However, the current system's patient-driven approach hampers its effectiveness. Additionally, functionality issues, such as the absence of a search feature, further complicate its use. Recent reports of security breaches have only added to the lack of trust in the system.
