The current round of wage negotiations between Deutsche Bahn and the German Train Drivers' Union (GDL) has reached a pivotal stage following the company's first formal proposal. The discussions, which commenced just over a month ago, have now entered their fourth session and are scheduled to continue through the week. However, significant differences between the parties threaten the progress of the talks.
Deutsche Bahn has presented an offer that includes a total wage increase of 6 percent for its employees. This package consists of a 3.8 percent pay rise, implemented in two increments--2 percent effective from September of this year and an additional 1.8 percent a year later. The remaining 2.2 percent is to be realized through structural adjustments to the pay system, such as the introduction of a new pay level and targeted increases in pay and allowances for operational staff. The proposal also features a one-time payment of 400 euros and new suggestions related to the Tariff Unity Act, which governs the application of collective agreements within companies where multiple unions are present. The proposed agreement would run for 30 months.
According to Deutsche Bahn management, the offer reflects key demands from the union and demonstrates a willingness to achieve a negotiated settlement. The company emphasizes that the proposal is comprehensive and intended to facilitate further dialogue with the GDL.
Despite these developments, the union has expressed dissatisfaction with both the scale of the wage increase and the length of the contract term. The GDL is seeking an 8 percent salary boost within a 12-month period. Of this, 3.8 percent should result from direct wage hikes, with the remainder achieved through restructuring the payment system, including the addition of a new salary tier. The union objects to the proposed 30-month duration, arguing that it dilutes the overall impact of the offer and is not aligned with their demands.
The union leadership has indicated that the offer is currently under internal review. While there is a desire to continue negotiations, the union has not ruled out the possibility of talks breaking down if its members are unsatisfied with the terms. The GDL intends to consult with its committees before deciding on the next steps.
At present, strikes are precluded by a peace obligation, which remains in effect until the end of February. However, preparations for industrial action could begin in advance. Should the necessary support among union members be secured, the GDL could initiate a ballot for indefinite industrial action, making widespread disruptions to rail services possible as early as March. For shorter warning strikes, the union would not require member approval.
The outcome of the ongoing negotiations will have significant implications for Germany's rail network, affecting both employees and passengers nationwide. Both sides have signaled their willingness to reach a resolution at the bargaining table, but the gap between their positions remains considerable. The following days are expected to be crucial in determining whether an agreement can be reached or if further industrial action will impact rail operations across the country.
