The debate over mobile phone usage in schools has intensified across Germany, with Rheinland-Pfalz now taking center stage in this discussion. The regional parliament is set to address the issue, amidst varied opinions from teacher unions.
In Rheinland-Pfalz, the stance on mobile phone bans in schools is not uniform. Lars Lamowski, the state chair of the Education and Training Association (VBE), advocates for a comprehensive state-wide regulation similar to the extensive ban being proposed in Hessen. In contrast, the Education and Science Union (GEW) expresses skepticism about such sweeping measures.
Christiane Herz, the chair of GEW in the state, argues that a blanket prohibition on mobile phones does not tackle the scientifically proven disadvantages of excessive phone usage among children and adolescents. She emphasizes the importance of developing regulations and solutions at the school level, engaging in dialogue with students to find effective strategies. Currently, the use of personal smartphones is not outright banned in Rheinland-Pfalz, but schools have the authority to restrict or prohibit their usage through their respective codes of conduct.
On April 3, the topic will be discussed in the Landtag in Mainz, prompted by a request from the parliamentary group of the Free Voters, which calls for a uniform state-wide regulation. Recently, the CDU faction voiced support for a broad ban and proposed an amendment to the Rheinland-Pfalz school law, aiming to present it in the Landtag by May.
Education Minister Stefanie Hubig (SPD) cautioned against hasty decisions prior to the parliamentary debate. She highlighted that the issue is of significant concern to educators, school management, parents, and most importantly, students. Key topics such as responsible smartphone usage, media literacy, screen time, and social media engagement need thorough discussion. Hubig stressed the necessity of examining the topic from multiple perspectives, indicating that consultations will occur with those who will be impacted by any new regulations, including teachers, students, parents, and experts in the field.
Lamowski, representing the VBE, commended the proposed extensive ban in Hessen set for the 2025/26 school year, expressing a desire for similar measures at the federal level through the Conference of Ministers of Education. He noted that many schools in Rheinland-Pfalz have had to devise their own solutions in recent years, shifting the responsibility onto them.
In contrast, Herz from the GEW indicated that teachers often feel isolated in implementing a blanket mobile phone ban without a clear school-specific plan, which could lead to conflicts.
Lamowski firmly believes that smartphones should not be present in elementary schools, and he supports a ban on their personal use in grades five through ten. He argues that in the secondary level, discussions about responsible use could be more appropriate, questioning whether an outright ban is necessary. He clarified that a state-wide ban would not eliminate the need for media education, advocating instead for the provision of school-owned devices to all students to mitigate inequalities.
If a far-reaching ban on personal mobile phone use is adopted in Rheinland-Pfalz, Lamowski emphasizes the need for clear guidelines regarding the handling of confiscated devices, particularly if they sustain damage while in teachers' possession. He insists on the necessity of establishing that such confiscations are executed under state directives to protect educators from potential liability issues.
